iPhone - restore apps

I'm a bit confused about how the App Store works. Coming from Android, where all purchased apps are logged to your Google account and ready for download again as many times as you want, does iOS work the same way? Or do I have to rely on the iPhone backup on my PC to restore paid apps?

Also, with an iOS 4.1 jailbreak on the way, would that totally wipe my phone if/when I apply it?

Yep, iOS apps are linked to your itunes account (I've found its also good to store older app releases incase the updated version doesn't work)

Yup, I've downloaded Apps multiple times. A pop-up tells you you've purchased it previously and can download again for free.

As sarge78 pointed out, some Apps do get removed from the App Store and therefore can't be downloaded again - unless you backed it up on your PC.
