Nope, as you cannot add anymore detail/information to a 192 track. What's been taken away by converting the track to 192 in the first place can not be returned simply by re-encoding to 320.
LAME V2 (aka alt-preset-standard) i.e. ~192 VBR mp3
You really can't beat V2 (or V0) VBR for mp3 for the size vs quality trade off - all the benefits of high quality (bitrate) when needed and reduced file size due to low bitrates when needed (e.g. silence).
All of you that have just stuck to 192 CBR just because it was standard for a while should give VBR a go, I guarantee that once you swap you'll never go back.
