There's hardly any dust on his windows or house...literally
And I think we've been extremely polite.

We met him 3 times before starting works to introduce ourselves and explain our plans.

We wrote to him to put down our plans in writing and to explain the schedule of works and included architectural plans etc

He was always agreeable but a week before work was supposed to commence he decided not to give party wall sign off and we just said whatever and decided to go with a basic renovation. So I think we've been more than fair and polite and he's still taking the mick. The neighbours have also told us he's an oddball curtain twitcher

I just want to know if he has any legal rights here or if we can safely ignore him cause I think our patience, and the patience of our contractor, has worn pretty thin.
 
Didn't read this anywhere so I'll add it.

Rule of thumb for fences is if you have the 'wooden' supports on your side then it's your fence, if not it's theirs. Usually out of courtesy the clean side is given to your neighbour.

Only time ownership gets awkward is if it's those concrete posts where the fence slots in a groove. You'd either need to go 50/50 or figure out who installed/owns it

He may have lots of rights if you haven't told us the full story however I'd ignore him unless something official drops through the letter box.

He's probably laughing at your concern. Just get on with it. Pretend all your builders are Latvian and don't speak English. Play Russian patriotic songs all day. Buy an old caravan.
