Yes.... But you are cutting it very close and only because it is a good brand of psu. I would personally be happier with 750w if it was my pc.

I've ordered an NZXT C-Series C850 850W 80+ Gold Fully-Modular Power Supply, it's just the GPU is arriving tomorrow and the PSU has been delayed until Monday. Wondering if I try out the 3080 on my current 650W will it mess anything up

You should be ok. Bequiet make good PSUs so if you get a power spike the OPP will kick in and pc should just shut down.

Lots of power supply calculators out there and shows that system is almost bang on 650w usage.

Why have you gone for NZXT PSU? Not a brand well known for their PSUs.

I just researched a bunch of different reddit posts, youtube videos etc. and it was the one that popped up the most

You should be OK, but you'd be on the far end of the efficiency curve (maybe only 1 or 2% loss in efficiency though)
As others as said, you'd be better off going a bit higher to 7-850w. Especially as gpus are getting even more power hungry.
I'd personally go for an evga or corsair psu too, they are well renowned for being solid units.
