A fuel cut rev limiter does throw an extra issue in the mix as the lack of combustion pressure means you lose quite an effective 'gas damper' for the valves.
I hear this a lot but it isn't true. It is better to red line as when you change up you are in a better power band so even if you lose a little at the top end you are better in the next gear.
Ie. powerband for each gear, where the effort crosses is where you change gear. Holding onto a gear can result in less wheel torque than changing up earlier.
