Is it my graphic card or my monitor the problem?

I seem to be getting some electrical interference on my screen which appears as small dots moving fast. Its not easy to notice but its there if you concentrate. Also sometimes(once a day maybe) my screen will switch off and switch on after 1-5secs. When i say switch off i dont mean it loses power, its like the graphic card stops sending signal.

any clues?
 
Shot in the dark but have you tried a different cable? It's not guaranteed but it could be a lot cheaper if you try it and it is the cable at fault.
 
My monitor on my old setup used to goes black for a few seconds a couple of times a day and then turn back on, i believe it was my psu not getting enough juice to the graphics card.
