How = place a flat-head screwdriver between the power-on pins on the motherboard, and... ta-dah... it'll turn on...

Why = for testing purposes, you put the CPU, RAM, graphics, etc. into the motherboard outside of a case... easier to pull things in and out because there's more space and no cables hanging around.

On the motherboard where you plug the front panel connectors to. Short the two that hook up to the power button and away you go.
