Is it possible to contact the Spanish Customs Service directly ?

I sent an ebay package to a buyer in Spain over four weeks ago. The Royal Mail tracking shows it is held in Madrid Customs and has been since 12/02. The Spanish Postal service (Correos) keep telling me to wait until it is released but they cannot say when. Royal Mail say the same.
I would like to ask Spanish Customs for details of the delay but despite extensive google and google translate I cannot find a workable link.
Does anyone know how to find a link or is it the case that there isn't one and I cannot contact Customs directly ?

From my experience you can't do anything and cannot contact them directly. All you can do is wait for them to decide the fee, then pass it to correos, who will add their own fee and deliver it (fees paid on delivery).

In my experience DHL or UPS are much faster for sending to Spain and the customs delay is shorter and the process smoother.

I will consider other shippers for future deliveries.
