Is it possible to exclude pre-installed Windows OS on laptops?

Hello,
Well I heard EU allows clients to ask a retailer to exclude charges of pre-installed OS on a machine. Is it possible, OcUK?

Not on pre-built, I think, but, possible on site that allows you to configure the system you want.

you can but technically you have to buy it first then call the seller and say that you reject the terms of the EULA

the reason is that i already have a version of win 7 pro, so i do not want to pay for something extra that is to be removed as soon as i get the laptop
