is it possible to get 2 hard drives in RAID faster than velociraptor and cheaper?

I don't know much about RAID etc.. so i am a bit lost here, is it a stupid question or are there cheap(ish) drives faster in RAID over a velociraptor?

my father might be getting a new drive so i was just thinking to help him out and make his system faster booting and loading stuff, he has an i7 system aswell but windows isn't very quick booting.

I'm also interested in this for faster loading of games aswell as windows.

Two 320GB F1s in RAID 0 would be comparable/faster than a single velociraptor. Increased risk of drive failure though. For a real performance/reliability boost, you'd have to spend a bit (lot) more and get a Vertex SSD.
 
RAID0 will only give you a better sustained transfer rate, it won't improve the random access time and hence will only give a performance boost in certain circumstances.
