...to make different applications use different audio output devices?

I want to play films for my kids out to my TV using the HDMI/HD Audio source. Then, at the same time, is it possible to alter a different program to use my speakers for music instead of ALL the audio going out to the TV?

The KMPlayer allows you to specify which audio device to use for output.

I imagine it will be similar for other programs, i.e. program-specific
 
Yes it is.

VLC Player supports it and so does Windows Media Player.

If you want to play a game while the kids watch something on the TV you will need to ensure that hardware acceleration is turned off in the player's options, otherwise the picture stalls as soon as you start up the game.
