Yes it’s safe.

Yep, you can even turn it on, the temps will just be high so don't stress it.

Yes it will be fine as long as you don't have the urge to do anything. I've missed positioned the 4pin many times, used PC and noticed it running hot. CPU fan not even spinning. lol

ive got my cpu fans already connected and hanging outside the case as i remember how much of a nightmare it was trying to put the fan headers in!!!!

Don't overtighten it, as you could damage the IHS, recommend screwing in only until you feel modest pressure. Otherwise yes.

Surely you don't even need to mount the cooler, install the CPU or even take the tape off?

Put your board on the box, install RAM, hold cooler in place to see if it fits.

If I remember rightly I had to lift the right hand fan slightly for it to clear the memory sticks on my Z370 board.
