Is my 7970 running too slow?

it may well come to that, and I would do it without thinking if I could get a refund and just buy another one. But there's always the chance returning it could end up being a long drawn out process where I'm waiting a good few weeks on a replacement.

better than having a dodgy card tbh, graphics cards don't really get bios updates like motherboards do so your going to have to send it back

in the meantime just use the IGP on your cpu

I know there's no bios updates like a motherboard, but there's plenty of other gpu bios to choose from. From what I've read so far, it could just be that the card isn't getting enough voltage when in 2d mode, and flashing it might help this.

There's really nothing to lose from trying it, and it seems like less hassle if it works than having to arrange delivery etc.

You could ruin the card and then not be given an rma. You were sent a faulty card so just return it.

RMA the card, i've had allsorts of different BIOS's and drivers, but never had a single artifact whether stock or overclocked on my ref 7970.

It sounds like faulty vram modules imo.

you can't ruin a 7970 with a bios update. There's a switch on them where you can flick between two bios saved to it. One you can write over and one that is read only. So even if you were to mess up the one you were trying to flash, you could just flick onto the other one.

Fair enough, I was going on a previous suggestion about it being a possible voltage issue that a new bios might cure. But I've got no idea what a vram module even is lol. So I'll definitely rma it and get it over with.

Thanks for the advice from both of you :)
