Is my 980ti a bottleneck? Draw times included.

Haha well that didn't go well. Fired up a fresh install or Afterburner and set the temp limit as priority, unlocked Core Voltage slider and left it at zero and added +100MHz to the core clock and Heaven crashed within 30 seconds and Windows said Heaven has been blocked from accessing graphics card hardware. Which apparently is a safety net for high voltage?

My stock voltage was 1.012v and with the +100MHz core offset and Heaven running the voltage went to 1.174v and the core clock went to 1480 and the temp was 75°C (default fan profile).
 
Interestingly even with my default clock profile Afterburner shows voltage is 1.174v with no overclock so not sure why it crashes out with just a +100MHz OC. Maybe it's not getting the voltage it needs?
 
In my case increasing voltage doesn't help at all. It might be that you are reaching max clock of your card.
Try lowering it by 10mhz steps until it's stable.
 
My 980ti needs 1.193 volts for 1500 under water. Slide the power slider across and try again. Maybe try a more aggressive fan curve as well. If I add volts to 1.23 I can get to 1550 plus

Most need more than 1.193, especially if you want to lock the frequency at 1500 Mhz. 1.23V is what I would recommend for 1500Mhz and 1.19 for 1450 (better to have a buffer just to make sure you don't experience any crashes). Also remember to raise the TDP and Power usage (you can do this by editing the BIOS).
