Is my CPU limiting my gaming?

Strangely enough I've seen people cured the stuttering in this game by moving it from a SSD to a mechanical drive!

You do really need to use a CPU monitor, even the windows task manager, to see how much of your CPU is being used while you're playing. That way you rule out the conjecture and have proper empirical evidence.
