In the (cropped) photo taken off my screen with a camera, you can see the white edges on the legs.
This happens when a dark object moves against a dark background.
This does not appear when viewing the same video on my laptop or a different PC.
It never used to do this.

I've never seen something like that to indicate a GPU failure. Usually you get crashing, vertex explosions or other garbage on screen when running 3D loads, not watching videos. That also seems a little specific to be an artifact. Are you sure you haven't accidentally enabled some sort of video processing feature? Might be worth purging your drivers with DDU, reinstalling and seeing if that changes anything.
