is there a dsl router i can get that can distribute bandwidth?

Hi guys, sorry for the title i dont know how to explain it or what term to use. I do understand networking quite well, i work on fairly large scale networks, but all our gear is enterprise class (engage!) and its somewhat beyong what i need.

Here is the deal, i operate a small domestic network in a block of flats. We recently had a vote on upgrading to 100mb, some of the residents declined and thus all residents miss out. Now for me the hike from 10meg to 100meg is basically mandatory, the other residents know this and i believe they are hoping i will be forced to front the entire monthly fee.

My intent then is to upgrade the pipe (FTC vDSL) but limit all residents but myself to a 10mb connection unless they chip in. Basically i want gated bandwidth. 10mb is crippling everyone here but as i say my belief is that they only want me to pay because im the techie :D.

Solutions? Any reasonable priced routers do this? Im not very up to speed on hardware.

im only on a bt router at mo, i have several managed switches on site tho so i could look at those! Gigabit Dlink jobs so might have something. Ill look into those and get back to you all depending! Thank you!
 
BigT : The line comes in to the router obviously which has a singe gigabit run to a managed switch. From this switch several cables run to WAP's and machines. One run goes to a second managed switch that distributes to my equipment. So in theory if i can limit all ports apart from the WAN-switch uplink and the link to my personal switch then everyone else will have limits

Am i right?
