THere's only one way to find out...For the sake of my friends sanity, if we contact her phone company can we give them the number of said ex to stop all phone calls and messages coming from it? My friend is with Orange.
It is not possible to block incoming calls/texts from individual numbers (at least not on most mobile networks). Depending on the handset you have, there are some programs or features that can automatically reject calls/texts from a certain number that way. Alternatively contact the network or the authorities for further advice.
Why is this though? Seems like a pretty rudimentary function that a fair few would want. Only takes knowing one div to get a load of abuse that you can't really stop.

In order to do so, you have to capture the incoming call/text data and compare it to a central list, because there is no fixed point of presence for a mobile phone (unlike a landline, where it is somewhat easier, because you always know where the call is ending up).
Most Mobile networks aren't built with that sort of feature (because the processing power wasn't available to do it when the networks were first put in place), and the cost of adding it in is massively prohibitive for the actual value of the ability.
