...would allow me to monitor uploads and downloads on my pc. I.e just check they are still downloading nicely and how far they’ve downloaded.

What software are you using on the PC to download/upload? I'm assuming you're using some sort of download manager.

TeamViewer? Will let you control your computer from your phone so will be able to check downloads easily enough

The iOS Steam App doesn’t give DL or install complete notifications as far as I can see. No reason why it couldn’t though.
