Is there away to stop

The majority of the time when i shut my pc down i get messages "this program is preventing windows from shutting down" is there away to prevent this other than not turning the pc on

Depends which specific programs are preventing windows from shutting down?

Often it's the icons that live in the system tray, and they can often be disabled or completely removed.

In honesty, I wouldn't worry too much about it.

Sometimes it helps if you close the program yourself manually before you turn off the PC.

If it keeps happening it is more likely a problem with the program than your PC.

it does shut down after maybe 2 mins longer, bit anal are'nt i

9 times out 10 it's poxy steam

You could change a (registry iirc) setting to force the termination of programs on shutdown but TBH it's not something I'd do as you can lose data in those programs.

Best thing to do is either close steam before shutting down or just leaving it to shutdown on its own so steam finishes syncing saves/settings or whatever.

As Murphy said, just close it before and it should solve the problem (it does for me).
