Is this asbestos?

Doesn't look very healthy whatever it is - but its not asbestos - asbestos is made up of layers of interwoven fibre strands.

Either way break it up with a hammer and hide it in a bag in the bin! I come across it regular and thats what i do, if you notify the council they'll charge you to get rid of it and its not cheap.

Its ok to break it up as long as you dont cut it, just use a hammer and avoid the main of the dust, as has been said its the blue stuff thats dangerous.

I personally think that fibre glass (loft insulation) is a lot worse than asbestos

yes yes, mineral asbestos is just weird fibery-rock (i have personally dug up large amounts of natural blue asbestos in my youth), but the asbestos used in construction/insulation is always baked into some kind of sheeting.

if you're smashing dusty things with a hammer, then P3 mask and lots of water on it
 
Yes, It looks like cookie dough. Delicious cookie dough. About 10 minutes in the oven on a baking tray ought to do it, add chocolate chips if desired*

you'd be wrong then. fibreglass is literally that - glass fibres that are very fine, and they irritate the lungs considerably directly through friction-action with the soft tissue. Fibreglass is also (eventually) dissolved by the body on its own.

Asbestos, on the other hand, is fine enough that it doesn't itch the body to harm, it physically POKES holes in the strands of DNA (or so i hear) and doesn't EVER dissolve.

i'm pretty sure asbestos is worse.
