Is this build compatible (PC not turning on)

Obvious stuff... Try a different kettle lead. Also, is he using the power leads that came with the new PSU? You say it's a new build, but if he's upgraded an existing rig and left the old modular cable in... grabbing at straws here but worth an ask.

Also, very first pic: that 24 pin isn't in correctly. They can be a swine, but it looks like left end (in the pic) isn't all the way home to me.
 
Can't tell from some of the pics, but think the cables are ok.

Tell them to try the motherboard resting on the table or a cardboard box. (do not use the anti-static bag)

Try with only the CPU, 1 stick of RAM (in second slot) and think you should be ok leaving the M.2 drive connected.

Only connect the 8 pin CPU and 24 pin cables and the CPU fan. Use the screwdriver trick to turn it on.

Good point about the kettle lead Dougal. PSU is not modular so will be ok.
 
Just noticed they have not used all the mounting points/stand offs. Missing all three from the right hand side.

They may have damaged the motherboard as it flexed plugging in the 24 pin cable.

My guess, they have no idea what they are doing, have rushed it without watching or researching some build videos on Youtube and fried the Mobo

one of the pictures appears to show the USB header being mis-aligned, and since there's 5 volts on those pins it could be shorting out...
