Is this CPU dead ⚰️?

I bought a used 8700k, it has a SMD capacitor on the underside which looks cracked or like it's been bent. The PC can't get into windows it just blue screens. I can sit in the BIOS without any issues though, do you think a fresh windows install could fix any driver issues or is it more than likely dead?

Note: changed from an i5-8400 to the i7 without uninstalling drivers. Motherboard, ram, PSU and graphics all work fine
 
I would at least try a clean install first, even on a spare hdd or ssd if possible.

That's exactly what I did!

I put my old CPU back in and it booted and ran fine, so I made a bootable USB drive and installed windows fresh on a new SSD with the i7. It seems to be okay and does stress tests just fine, but I tried just rebooting the PC a few times to test the stability and a couple of times it blue screened again, only to boot the next time. Weird.

Did you run Intel's diagnostic tests?

Not conclusive that it is fine, but a good sign at least.

Did you reset the cmos (and especially the memory settings) after the switch? The new CPU might like different settings.

I assume there's no possibility the BSOD relates to something else? E.g. a device that is not plugged in, or plugged in differently?

You could try disabling features like sleep states and HT, just on the off chance the problem (if there is one) would be fixed by that, but obviously that might make the upgrade a bit pointless if you had to run it with half of the features disabled.

Did the seller mention the damage?

Are you running the latest BIOS? (p.s. would probably not update this with the new CPU, as it may corrupt the flash if faulty)
