It is entirely possible depending on how you want to mount them, it isn't as if there is a forcefield outside the case that will stop them.
It'll probably look messy and put you at greater risk of knocking them but if you need the ease of access it is perfectly do-able. 1m SATA cables give you a fair bit of reach in the positioning. The other option is to use eSATA drives as they are already intended to be used outwith a case and are as fast as the internal ones.

just need an esata enclosure and an esata bracket on the back of your motherboard. Some esata enclosures include a DIY kit and turn one of your PCI blanking plates into one.
If you're looking to build a new machine with eSata I know the Abit IP 35 Pro has two esata ports on the back next to the USB ports. Makes things a bit easier if you want to do it.
You can get a lot of different backplates for pcs. I have a 3 x molex one. Handy for attatching cathodes (one behind my monitor) and testing fans etc. Just search for A.C.Ryan, they do them.
