Is this serious?

When they started the 'check-in' a couple of years ago, it was it was big news for about a week.
 
How does this work then? My IP address gives me as London, I'm guessing that's where gateway I'm currently connected to is based, despite me being in Stoke-on-Trent. So how can Facebook narrow it down to within half a mile without breaking any laws?

i would assume this:

1. Phones GPS gives Facebook app GPS cordinates
2. Facebook APP updates Facebook friends Turns GPS cordinates into business name or place (using google maps or another api?)
3. Friends see it?
