Actually, it doesnt really matter which way round the lining paper goes on to the wall, horizontal is accepted as being better, but the decorator having seen that your ceiling was uneven should have hung the paper top to bottom, then you wouldnt have the problem of a large gap at the top.
Shoddy work really. I'd tell him to peel it off and rehang it vertically so you get full coverage, any half decent decorator will have no trouble making the wallpaper over it look seamless regardless of if the lining paper is hung vertical or horizontal.
