Depends entirely on what 'worth it' means to you. That spec will cost a lot of money. but if that money is burning a hole in your pocket and you'll enjoy having it then it's quite possibly worth it.

That's well into diminished returns territory though. A 13600K is half the price and will get similar real world performance in games to a 13900K. Would probably be better off spending a little bit more on a DDR5 motherboard and RAM than going for the 13900K.

Also, the rtx 4090 only makes any sense at all if you have a high refresh rate 4k screen imo - cheaper cards could give you a similar experience at 1440p.

Depends a bit on what you're planning to use the pc for too - what sort of games, anything other than gaming, etc

Quoted for truth. If you are gaming at 1440p or even 4k 60 hz then there is not much point in spending that amount of money for the new system.

There is also the option of putting a 5800X 3D into your system and then upgrading the gpu when you can get a good deal.

No.

Cheaper options with CPU (5800X3D), SO no need for new MOBO, 4090 isn't required either, or PSU. Or RAM really. Also no need for a new CPU cooler as far as I can see.

New CPU on same platform, and wsait a few weks to see how the land lies with AMD's new cards would be my advice.

What do you do with the PC? Just gaming?

You've got a high-end motherboard there, so as already said, there's really no point switching when a highly competitive gaming CPU (the X3D) is available to you.
