I am doing a bit if research into iSCSI. If, for instance I used a QNAP NAS as an iSCSI Target from a SBS 2011 server, would the NAS be able to provide redundancy in terms of RAID?

In a word - yes.

However best to check in more detail HW/SW specs of the particular QNAP unit(s) within your budget.

I think you are getting some what confused here, iSCSI is a block level protocol and NAS is a file level protocol. However, RAID is used on the disk sub system to provide resilience, performance or both.
