Hello there.

Does anyone know if there is a governing body for ISPs ?
Anyone I can complain to about the way I have been treated by mine.

I don't want to get into to much detail and say too much here but I'm basically wanting to take my ISP to court.

can I ask whats happened? I'm currently beating up eclipse because they are blocking traffic to EVE-Online
 
They put me on an LLU service (as are you probably) without fully informing me that if I wanted to change providers in the future, there would be a £50 charge from BT for taking me off the LLU and back to BT's hardware.
 
I assume you have got legal advice about court action? usually they cover themselves with the old "terms and conditions on request" meaning you dont actually get any info to read but its there if you want it. Meaning its your fault for not fully reading the terms and conditions before you signed up... this also can include the auto unbundling to LLU, have a damn good read of the original t&c's you agreed to and i bet there is a small clause somewhere saying they can change you to LLU if the so wish to. ( talktalk does the same apparently).

Is this a charge from Eclipse to stay with them but to change back from LLU to BTW service ?

If it is not a charge from Eclipse can you explain further as the cost to an ISP for a LLU migration is exactly the same as if it was a new installation and as such most ISP's will pay this themselves in return for a 12 month contract.

I may be being ignorant but I cannot see that ISPA or Otelo will see Eclipse moving you to LLU as an issue as Eclipse are still providing you with a broadband service. Unless in the t&C's on the eclipse web site it specified that they would provide a broadband service to you via BTW then they are still completing there side of the contract and giving you a broadband service.
