ISP Throttling?

Hi.

I'm curious.

Is it a sign of ISP throttling if videos on Youtube are constantly buffering, STEAM downloads are grinding to a halt, then I open NewsLeecher and the speed on that is 450kb/sec download, which is very fast for where I live.

Or is it a sign something is wrong with my router?

897kbps, so 0.9mbps internet connection, that's like 90kb/sec download?

Yet in usenet I'm hitting 470kb/sec which is like 4mbps.
 
My ISP has no traffic shaping/throttling and on occasion Youtube vids buffer but i always have put it down to Youtube itself. Usenet i would think that is a bit too fast for it to be throttled as most throttling in my experience usually sticks usenet at 512k to 1MB.
Can't really help with Steam, i always get max speed with this but then again i download out of peak hours.

8MB line here btw.

What ISP you with and what package ? I bet there is someone on here that knows if they throttle or not.
 
there is much more youtube buffering as of late as it seems they can't keep up with demand, steam has appeared slow on a couple of times as of late aswell. Usenet is a totally different kettle of fish though, much more dependant on your ISP, your subscription/servers etc.
 
Never seen a youtube video buffer on my sky connection or on bt infinity :D
Though steam was painfully slow downloading a game the other night!
 
Why does usenet never get effected by their shaping?

Assuming its being served by your ISP, then there is almost no chance the data connection between you and the server is full, so they wouldn't be shaping or throttling it. However, the connection from the ISP to the net might be, which is when the shaping gets you.

If you open your usenet clients network setting and see the server set to something like "usenet.yourisp.com" then the above is the case. If not, then your ISP hates you. Who knows with ISPs, they are a weird crowd...
