As was noted in your post, you critized mine when I was trying to offer the original poster Linoge advice on ISPs that supply users with dynamic IPs. I see you were very constructive in yours offering really good advice.
I run a text based game and the worst ISP i have come across in finding "dupes" on my game is from AOL as their IP ranges are split over a cross platform ranging from AOL/Carphone warehouse and talktalk. I know they are basically sister/parent group etc.. But the IP ranges are so random and "Dynamic" that this could be what you're looking for as in a dynamic IP from an ISP. They don't even use the same subnet unlike other ISP's that use dynamic IP blocks, which makes my finding cheaters on my game hard work when users are on AOL/TT/CPW and Opal although Opal in most cases use the same subnet, 81.xxx.xxx.... etc.
