Issue with New Build

Built a new PC and it has developed an issue.

When I start the box up, the fans turn, lights come on, and the machine sounds like it entering the boot sequence, (i.e. spins the optical drive), but then it just stops doing any more. The monitors never come on, and it doesn't do anything further, it just stays like that.

If I reset the machine after a while in this state it will then sometimes restart properly.

I have checked all the connections. I have tried booting from a boot cd rather than HD, but nothing.

My thoughts were it is a Graphics card fault. Any ideas?

Not too long, the issues started on something like the second or third time the machine was booted (it is only turned off every other day or so).

If the voltages were wrong would it ever work?
