This is an obvious cover story. This village is, like, Area 51 or something, only it's in Russia. The market for genetically engineered flying donkeys is probably huge in Africa or Asia where they won't have the technical infrastructure to maintain remote controlled UAVs.

step 1) attach donkey to cloth with large surface area
step 2) create enough speed to get the donkey to have lift off
step 3) place donkey over US base
