Wouldn't he need some form of graphics card or is the IGP enough? Could always look at Trinity/Richland?

The AMD x4 you've spec'd isn't an AGP unit.

It happens :)

I would recommend Richland due to the low power consumption and the quality of the AGP. Intel are getting there, but AMD's is better.

If you swap the althon out for an A8 that would be much better

Well, he want's his own PC for Minecraft and other things such as Youtube.
As I said he prefers consoles, but he keeps mentioning PC and because xmas is not that long ago, he asked for a PC.

I like snips spec but maybe go for a cheaper A75 motherboard.
 

I used exactly same mobo for my previous amd budget build. I bought a 2666mhz ram but the mobo spec says:
Memory 4x DDR3 1866/1600/1333/1066 MHz memory modules
Big facepalm...:(

I wouldn't touch and ASRock motherboard with a barge pole mate, stick with something from the big 3 (ASUS,Gigabyte or Micro Star International).
