Image translation app says it isn't Japanese - it semi-translates the letters as R PR but that is just picking up on bits which look Japanese.

EDIT: It is really struggling with it - the word distraction comes up a lot - mostly seems to keep coming back to "Fresh wind blowing in the hearts of the people in the year of distraction" WTF.

2nd character is Person
3rd Character is Center

I think it is actually referring to a person's heart and "balance" with the use of centre. But I'm probably wrong.
