Joomla Templates

Its not difficult at all, if you can create pages with HTML, you can create a Joomla template. The only difference is you need to add code for your component and module positions within the relevant divs and add data into an xml file. And obviously all of your content will reside in your db rather than in index.php.
Easy as pie
Design your website. Where you want your content, menu, sidebar etc to be simple replace with the joomla commands. Input your content into joomla, set up menus etc, then style. Real easy.
The hardest part is finding a simple tutorial, they are few and far between
