I've not tried to do this with joomla personally, but last time I looked it was a template based CMS which means it might be a bit tricky to create your own template compared to making a standard xhtml/css layout. Drupal (which is think is better than joomla) also works like this. This means it's much easier to import pre made templates, but they take time to create and often sites share the same look and feel.
You could try ExpressionEngine Core (if it's a personal site) as it creates templates like you would in dreamweaver and this suits me well. But this means you have to custom make each site, you cant just download and swap themes.
