Well I'm confused.. are you saying the micro should be smaller than mini? If so yes, but i wouldn't loose any sleep over it? All PC naming conventions aren't conventional by any means.

Are you confusing the SI prefix milli with mini? Mini doesn't mean anything specific, other than minature.

It'd be weird (wrong) for something labeled milli to be bigger than something labeled micro, but mini... that can be any size as long as it's smaller than "normal".
 
According to wikipedia Mini ATX is 284x208mm, so a bit longer and thinner than the square Micro ATX 244x244mm.

Perhaps you were thinking of Mini ITX (170x170mm), but thats a totally different thing.
