Looks melted not bump but could be the steel wire holding that shape.

Drive into a steel and concrete wall at 1000mph, if you die then you know the tyre was at fault, and remind yourself to be more wary of condition of your tyres in the future.

Surprised the question even needed to be asked. That tyre is illegal as it is defective. Needs to be replaced yesterday.

If you were stopped by a traffically inclined PC they could give you 3 points for that, so yes, replace it.
