Had a similar issue at parents home where the wire entered the property it went through some box on the outside of the property where there was apparantly a short connecting wire which had corroded, once changed the line quality and speeds improved. Also if your master socket is old then it may be wired the old way using the bell wire, although I don't think that effects the test socket.

No its definitely throttling the speed, used to happen before all the disconnecting issues, besides no need to get it fixed now, not going to be using it. The unthrottled speed is slower than 3

Downstream being slower than upstream is a fault, not throttling.
