In the service menu under sim lock mine reads this:

Network - 5
Network subset - 5
Service provider - 5
Corporate - 5
Extended - 5

Each has a picture of a lock next to it.

Is this a way of telling which network it is locked to or if it is unlocked? I'm having trouble with signal strength.

Software version is R1CA021.

All 5s means completely unlocked. There's a new firmware out, try updating and see if that solves the signal problem.

signal strength has nothing to do with if it's locked or not and as above, all 5's does mean it's unlocked.

it may be software or hardware, hopefully software as you can get this upgraded!
hardware is a much bigger problem

also check the coverage in your area for the network you are on.
