Keeping iPhone setting when changing OS

I'm about to upgrade to Win 8.1 from Win 7.

Is there a way to transfer my iPhone sync setting so that when I change OSs I will not have to go through the PITA procedure of having to wipe my phone then re-transfer all of the apps and music back onto it?

I'm sure that there is a way to do it but my Google skills have so far failed me.

Back up your library & content and transfer it back onto your new OS, then tell itunes to use your existing library by holding Shift when launching itunes.

I've done this method through many installs and it's flawless if you do it right, and manage your itunes correctly. If you let itunes manage your library for you it makes it even easier. My current library is about 5 years old now and orignated on a Mac, then to a PC and now back to a Mac.
