Keyboard and Mouse on First Boot

So, I am about to build my first PC, I am just wondering when you first boot up your PC, I presume that you cannot use a USB Mouse and Keyboard until your PC has booted into Windows and can install the Drivers for them? So do you have to use Keyboard/Mouse with the purple and green connectors on first PC boot, i.e. to go into the Bios and install Windows?
 
Some older systems had an option in the BIOS to switch on USB keyboard and mouse support, but even on my 5 year old board the option makes no difference. They just work.
 
I had problems with the keyboard not being seen but the mouse was ok.
It turned out the keyboard was faulty, bought another cheapo one to tide me over and all was fine
both USB by the way
