keyboard issues

I have a Dell Inspiron 17 laptop and its developed a weird issue with the keyboard where keys aren't working as they should

For some reason the shift button won't let me type upper case letters or alternative characters and the windows key wont work unless I push the FN button

does anyone have any ideas?

Is that a push and hold while clicking the button or just push it once?
