report it, because it's a better option than waiting for him to come back and having to explain to the police why you dismembered the thing in public to protect your cat and then tried to dismember the owner.

if there's one thing i have zero tolerance for it's people who keep dangerous dogs
 
Animal against animal attacks can't be prosecuted, sadly unless it's against a guide dog/hearing dog.

However a dog doesn't have to bite a human to be deemed as dangerous under the law anymore, so you could argue you felt threatened.

Incidentally, my Labrador will attempt to chase cats. I don't know what she would do if she actually got hold of one.

The owners of dogs involved in animal against animal attacks definitely can and are prosecuted in Scotland anyway. The law was changed in 2010 to permit far wider powers to prosecute the owners of out of control dogs. The scope of the Act is actually pretty decent. It ensures the owner is responsible for the dog and will be prosecuted even if the dog is being walked by someone other than the owner.

Or back in the real world, a man has two dogs off the lead, unmuzzled that are attacking other animals and killing them.

This isn't exactly the behaviour you expect of a dog that is reasonably socialised, chasing another animal fairly normal, attacking and killing it is not so normal (at least for dogs that are not trained to do so).

If they've done it to a cat there is a good chance they'll try and do it to another dog as well.

Given the reported reaction of the owner I doubt it's the first time it's happened, and reporting it (on the non emergency number) could help with other instances.

I have very little patience for people who have dogs that are not socialised, or off the lead in public, and none for people who fail to control a dog that is a danger to other animals.
 
I really can't stand dog owners like this, the ones who don't bother with a lead tend to be the ones who don't bother picking up after them or training them... they also seem to own the bull terrier types that are about the worst breed to end up going out of control thanks to an owner that couldn't be bothered socialising and training them

anyway with that mini rant over, I'd go to the police web site and report the whole thing along with as much information as possible to describe the guy, you might also find that there are local bylaws stating that dogs should be kept on a lead except in public parks

frankly we could do with dog licences in this country

It's not just about the cat, more that he should have had his dog on a lead. I don't know what type of dog they were, but a "large" dog that isn't on a lead and obviously not under the control of its owner is very dangerous. Kids have been killed before and will again if idiots like this are allowed to do as they please. He needs the dogs removing from his care and banned from owning them again imo. Too many idiots about that care more about looking ard, than the safety of others around them.

All three of my dogs are officially certified good citizens by the Kennel Club... But despite also being a competent sheepdog and proven safe around livestock, the Welshie will instinctively chase down and kill rabbits, squirrels and any birds too stupid to fly away. Very normal behaviour for his breed and many others.

Because then you'd have to start muzzling feminists, Flat-Earthers, SJWs and anyone who reads the Daily Fail, The Guardian or The Sun.

Meanwhile, I'm seeking the right to legally shoot anyone who gets within 5 yards of my dogs and doesn't ******* well ASK FIRST if they can come up and pet them... particularly the rabid-looking ones that hoon up with wild eyes! I assume they want to get bitten, for insurance purposes, or something?

Yes, and we should lock up all the black people too. It's a simple solution to knife crime.

How often does that scenario occur - dogs off leads ripping kids apart?

On the rare occassion that dogs maim/kill a child, it generally happens at home, often by a banned breed, whose owner is part of the extended family (brother/grand mother etc)

Theres a difference between a measure which causes no harm and has obvious benefits to imprisoning an entire race.
