Is there any difference in quality/speed between

Corsair XMS3 8GB (2x4GB) DDR3 PC3-12800C9 1600MHz Dual Channel Kit (CMX8GX3M2A1600C9)

and

Kingston HyperX Genesis 16GB (4x4GB) DDR3 PC3-12800C9 1600MHz Dual/Quad Channel Kit (KHX1600C9D3K4/16GX)

Should i go for Kingston ?

Always been a Corsair fan myself but there's nothing wrong the Kingston set. Obviously as fowler mentioned the Kingston's have twice as much memory ;) But if you're going for the same amount of RAM, I doubt there's much to choose between them.

Its the timing that bothers me. 9-9-9-24 for 8gb and 9-9-9-27 for 16gb kit. Much difference ? What about overclocking potential ?

not bothered about benchmarks but stability, i'll be trying to hit 4.4-4.6ghz on air (i7-2600k/msi z68 gd55). Not sure how overclocking methods changed since q6600 so need advice on this...

The i7-2600K is overclocked using the CPU multiplier.

RAM speed is unaffected by overclocking the CPU.
