After working with a Korean engineering and Construction company for the last 9 months in Seoul, I would say that they will get it finished, the Koreans tend to work like a 13year olds doing their home work and leave it all to the last second, fortunatly they also seem to resemble that annoying gifted kid in the class who would just get it right without trying.
If memory serves me right they had the same issues before the world cup here in 2002.
My real comment would be that Yeongam is in the middle of nowhere! its impossible to get there without a car, Its insanely expensive and overall interst in korea for F1 is pretty darn low.
So far in 9 months I would say koreans just dont really do motor sport, what they do like is prestiege and with the G20 here in october as well Korea likes its place on the world stage and thats what the F1 is all about here.
