Lack of power on new build - help please!

Thanks to the advice of the folks on here I've got (amongst other bits)

Sparkle Blue Storm 2 400W PSU
Gigabyte DS3 Socket 775 PCI Express DDR2 Mobo
Intel Core 2 Duo E6300 LGA775 Allendale 1.86 Ghz Chip
Geil 2 X 1GB DDR2 Dual Channel Memory
Lian Li PC7 Plus Case
Arctic CPU Fan

My problem is that when I turn it on all I get is a tiny squeak from the mobo, no spinning fan in the PSU, no beeps and that's it!

I've got the Blue Storm connected to the ATX 12V socket & the ATX 24 pin only.
I've got the power lead from the case and attached the pins to the appropriate holes on the F Panel on the mobo.
The chip is installed and the artic CPU fan is plugged into the "CPU Fan" socket on the mobo.
I've tried the RAM in all of the 4 DDR slots on the mobo

I've plugged the Blue Storm into my old Socket 7 mobo and the fan in the PSU spins like a good one, so I'm guessing the PSU is OK.
Have I overlooked something obvious or does something need to be returned?

it MAY be lacking in power, aside from that, have you anyway to test individual components?

go to a local PC shop, buy a PSU rated at 500w or similar, if this solves your problem, keep it, if it doesn't, take it back, and say it didn't work in your computer, and ask for a refund, then try other methods of fixing ;)

edit: got any friends in driving distance with a similar computer, so you can borrow his stuff for an hour or two?
 
As the Sparkle Blue Storm works fine when I plug it into my old Socket 7 mobo doesn't that suggest that the problem lies elsewhere - mobo?, chip? etc
 
What graphics card do you have? Also can you try the system with some normal DDR2 RAM and try booting up without any RAM installed to see if the system beeps when it powers up.

I've got a BFG GeForce 7600 GT OC 256MN PCI Express card, but I get the sall squak when it is or isn't plugged in

Tried it - no good.
As I say, the weird thing is that, aside from the tiny squeak, absolutely nothing happens not even the fan in the PSU rotating.

i still think it isn't enough power from the PSU, a computer uses a lot of power on boot, and certainly your current rig would use a lot more than your old one
 
Well he has it only plugged into motherboard at the moment. 400W is enough to power any motherboard.

Looks like a borked motherboard to me.
 
Yep, psu will be fine!

I've had a 7800gt, 3800 x2, hdd, optical and 1gb memory on a delta 250 watt supply with no adverse effects! Played Oblivion really nicely! :)

400 watt with that rig will be plenty - i'd agree with the comments about the mobo. Sounds iffy!
