Lag in desktop with AMD RX 470

Hello everyone , I'm new to the forum and wondered if I could ask for help. I have a problem regarding a newly purchased RX 470. I installed the new RX 470 in my system , doing a fresh install of drivers. Now my problem is when i use the HDMI scaling slider , as soon as i move the slider my desktop becomes very laggy . I've checked some of my games ( World of tanks etc.) and they get capped at 30 FPS. My resolution is set at 1920 x 1080. I never had any problems what so ever with my R9 380 worked flawlessly.
 
Thanks for your quick reply. I set refresh rate at 60hz under display adaptor properties.

If that doesn't fix it am not sure what is happening.
Next bet would be to use DDU display driver uninstaller
Uninstall current driver and don't restart, instead run DDU and restart when asked it will take you into safe mode.
Run the recommended setting pc will restart back into normal mode now continue to install new driver 16.11.5 and see if that helps.
 
My guess is that you're actually at 1080i60 aka 1080i/30*. Have you tried changing to a lower resolution such as 1280x720 where your display might be able to output at 60Hz progressive scan?

*1080i60 refers to 60 fields per second which due to the nature of interlacing is actually 30 frames per second or 1080i/30 notation. This is why Windows display manager may be showing 60Hz.
