from my first year at uni, studying Artificial intelligence and cybernetics (which shares a lot of the lectures with the electronic engineering students) i would highly recommend not bringing a laptop to uni unless you have very good willpower.
in most lecture halls you will find an internet connection, so if you have a laptop it is almost impossible not to go on facetube or whatever during the lecture. even without the internet solitaire will prove to be far more interesting than most lectures. there will be some people bringing laptops into the lectures but a simple pen and paper will do just fine.
laptops can be useful for some group projects you will inevitably be doing, but generally as long as someone in your group has a laptop everything will be ok so even that isnt a major reason to get a laptop for uni. personally ive got a cheapish gaming PC (~£490 in february) and its been perfect for what i need out of it
